Until recently I had in my notebook a battery.
I removed it due to defects and don't want to buy a new one.

Unfortunately the boot process slows down dramatically.
It now takes approx. 5-10 minutes until Windows 7 shows the Login screen.

I guess its because the hardware related detection parts search for the non-existing battery.

How do I tell Windows 7 "There is no battery any more"?

I guess it has something to do with Power Plan settings.

I don't know if the battery will be represented under Windows 7, but you can try removing the 'Battery' device in Device Manager.
