Windows 8 Ability to change colors

Where did the desktop colors applet disappear to? It's under personalize under Windows 7 but it's not there under Windows 8. Someone at Microsoft likes WHITE just a tad too much for my liking.

The "Advanced Appearance" settings, which have been a standard feature of the "basic" theme for some time, are not yet available. Protests and feedback hints indicate that the facility may be available again in the final release. There are some hacks going around but they are less than perfect.
