I have many files in the Downloads Folder that I need to Delete, but cannot. I keep getting this same error when I try to delete the files. I tried copying the files I need to one of the partitions, which was successful, but still cannot delete any of the files.

That would be due to an open file handle. You can locate the handle with a tool like procexp or simply rebooting should clear the handle.

Reboot did not work. Still cannot delete the files in the Download Folder …..

Now I'm really screwed … !!! I ended Windows Explorer, and now I cannot access the Download Folder … !!! I can't even Restart or Shut Down … !!!

Then you have some start up process using them and you'll need to use procexp to locate the process

Time for me to retire for the day. I'll be back tomorrow late afternoon (Pacific Time). Only have a very short time to work on this issue, until the weekend …..

Press Link Removed key + R > Type Explorer > File Explorer will open. Open task manager and try to end the task or process that is running in back ground. Then try to delete the file.

I booted into Safe Mode, but still have the same problem. Error messages says "file is open in another application."

I tried Process Explorer, which worked ! I can now delete the files in the Downloads Folder.
