Windows 10 Disable software on one users account only

I have a piece of software (Norton antivirus) that I want one of the accounts to use but not the other: How can I disable the software on one account but not the other? (both accounts are admin and I'm on windows 10)

AV doesn't run as a user anyways what are you trying to stop?
