r click on the application. Choose the Compatibility tab. From there it should be obvious.

Switch off compatibility mode

The "application" was win 7 itself ! ie aero was not working. But in the end I used System Restore and went back to the previous day and all came back. So, if it happens again, what is the "application" in this case ?
