I was looking to change my name for Windows 8 because it was somebody else's. I can't find the Account Summary page to change it! Can someone please help me?

If you're talking about a user account "Account Summary Page" is kind of vague and unclear as to what you mean.
Take a look at this article for creating a new user in Windows 8.
Make sure that the new user is a member of the Local Administrators Group before getting rid of the old user account if that is your intention.
