The DLL should be installed by the application which calls it. This download should sort it for you. The dll is part of a package of what are called runtime routines and this will install all the runtime routines required including the one you are missing:

I wasn't sure at first if you meant the download didn't work or the link didn't work - the link should not be a problem - as bassfisher suggests, another browser may sort that and I'm sure the install will sort things.
