Try updating the keyboard driver for a start.

And further to Joe's answer, the number lock is usually a function that is set in bios.

I suggested this once before but the poster never got back to say it did or did not work.

Assuming your bios is set up to turn it on as Elmer suggests, try turning it on, logging off then back on. It should stay in that configuration.
