Go to Control Panel. In the top right corner where it says "View by:" use the drop down arrow to change to "Small icons".
Then click "Internet Options"
Select the "Programs" tab.
In the top frame titled Opening Internet Explorer -> Choose how to open links.
Use the drop down arrow and select "Always in Internet Explorer on the desktop"
