Hi everybody!
I just got a brand new Dell XPS 8950 with preinstalled W11.
At first I thought I am seeing things, but now I know it for sure: clicking the Start button (the left on the bottom), and then clicking the On/Off power symbol on the bottom right does... nothing! I have to click it again to see that choice of Power Off, Restart, etc.
Then, after I see it I can exit that Start button panel and click the Start button again, the Power Off, Restart menu shows right away, no problem.
BUT, after several minutes clicking the Start button and then the power button will do the same kind of false start with the firs click.
Strange, huh?
It wouldn't be too big of a problem, but maybe it's a sign of something else that I did not discover yet?
Please let me know what you think.

If you have any 3rd party utility programs they could be interfering.
