I was trying to fix a disk issue on my computer by limiting how much disk it could use, which led it just not really work properly so I restarted my computer...

Now my computer can’t login to my account, it says “the user profile service service failed the sign-in” and I gave up and just wanted to factory reset my computer but when I did “shift+restart” the only available option is to turn off the pc. What do I do?

Use safe mode if you can. If not you'll need a usb flash and another machine to create install media.

Right... I can’t get past the log in screen, and it won’t launch in safe mode, is another machine and a USB the only way then?

That doesn't work in windows 10, in previous versions that would work. Though it's nothing to do with the bios but the windows bootloader.
