After starting up my new lap top and installing Windows 7

The windows installer service could not be accessed. This can occur if the windows installer is not correctly installed. Contact your support personnel for assistance

I did see an error message during the install of Office but did not note it done.

Any advice or help.

Hello, and welcome to the Windows 7 Forums, :D
It's possible the installer service is disabled, to check:
Open your start menu and type "services.msc" and click on the only result
Scroll down to Windows Installer and note the startup type, if it is set to "Disabled", right click on the service and select "Properties".
Under startup type, select "Manual" and click apply.
