Hello

I understand that Wondows 7 Enterprise is more secure for business users, ie employees cannot use usb devices to download company secrets etc?

I bought a USB modem so that I can connect to internet wirelessly outside, and it will not load, could this be related to the above?

Doubtful,,, sounds more like a compatibility issue with the USB modem and drivers not working on 7 at all.

What model USB Modem?

You bare correct, one of the applications, applocker, specifies what software is allowed to run on a user's PCs through centrally managed accounts. But if you are the Global Administartor, it should not be a problem to disable the feature. If you are not, (Enterprise is for multi Office use) then you must confer with the Admistrator of your office. .
