Factory Reset the Surface Book 3, model "1873", it then asks me which keyboard region I would like to be in, but then I am unable to select a keyboard region because it disables my keyboard. The keyboard does not work during the setup process. Why is the keyboard not working, and how to fix it?

Have you tried setting tablet mode then touch for the on screen keyboard?
