I'm trying to find a way to either shorten the windows 7 taskbar to end at the middle of the screen or to move the system tray to the opposite side of the screen and leave the right half of the taskbar completely blank, any help would be much appreciated.

Sorry to disappoint you, but unfortunately, it just can't be done.
It would be nice to be able to do what you want.
The only thing that comes remotely close, is to Auto-hide and/or change the icon size.

Just a suggestion .....(not sure why you want the right side of taskbar blank. You have something else there ?)
How about relocating your taskbar to the left of the screen in vertical manner ?
