how can you turn off the auto arrange for tiles in the start screen. when i move a tile where i want it everything shifts, including tiles i have already placed. very frustrating.

You can't do that....Yet. Next year Microsoft is releasing an update for Windows 8 called 'Windows Blue' (although this has yet to be confirmed). This update will apparently contain far more customisations for the Start menu.
