I have version 7 so is everything look right to you?
I have EVERYTHING allowed...

What about the IN/OUT tabs. Those are the TCP/UDP settings which would allow you to enable internet access to uTorrent. Otherwise, check your router firewall too! You can setup the port you want to use from within uTorrent.
