device configuration

Hello again my d,e and f drives are not showing up in my computer and i get a message hardware device configuration in the registry is incomplete or damaged. My other problem is i keep getting BSODS with different messages one being IRQL_NOT_LESS_EQUAL STOP...

I googled it and got vague answers, So i'll get straight to it. Is there a way onnn a Win7 inspiron to make it so that the F1,F2,F3 etc. are that by default vs. Dim screen and whatever.
