I got Desktop (create shortcut).DESKLINK file, but in the send to menu its gone. I can't use it.

A short time ago someone posted a link to a little program that changes the Widnows 7 startup sound with a click.
It really worked great!
I lost the program when my computer crashed and I can't find the source on the net.
Anyone or the person who poster it last time know where it is.
