Windows 7 Access is denied

I have a padlock symbol on
C:\ProgramData\Start Menu

I AM the administrator and this is a home computer

Control Pannel -> Users tells me also that I am Administrator.

We all have that. ProgramData is a hidden file. the Start Menu folder is a Hidden, Protected, operating system file.

If for whatever reason you want to open it, you will probably have to change the security settings. You might try activating the Built-in Administrators account, but not sure even that one will be able to access it.
