Windows 7 Admin and user permissions/acces

Hi! FYI I tried to find out from search and google, but didn't get an answer..

Is it possible to make 2 admins with passwords and protected files? Protected as another admin can't acces to the another admins files, without password..??

I had this mode in xp, but can't find a way to make it happen in windows 7!!

Passworded admin accounts will deny access to personal folders found in their user profiles such as Documents, Music, Video, etc. (whatever is in C:\Users\Account name). However, 2 admins will have equal rights modifying security settings of files and folders outside their profile folders.
