Windows 7 Advanced custom settings?

I'd love to set this machine up like I had with XP and a touch screen.
There was an advanced tab on settings that included a drop down box so that I could adjust scrollbar size, text, icon sizes etc.

Win 7 have this config tool?

Yes, It is is still under Personalize / Advanced Settings on the left, I believe.
