Windows 10 All USB devices aren't working.

I restarted my computer tonight and all USB devices won't work. The USB keyboard works fine in the BIOS, and the both the mouse and keyboard light up when the computer boots. But the moment the Windows 10 boot screen comes up (the one with Windows Rollback or Technical Preview), they both go dark. The USB hard drive, WiFi USB device, webcam don't work and when I plug/unplug them, no prompts in Windows come up.

This may be a power consumption issue, but I haven't been able to test another OS. Nor have I ever seen anything like this happen before.
 
I just booted to the Ubuntu boot menu and the USB keyboard works fine. I haven't had the guts to press the Install button. I was hoping to get a version of Ubuntu that booted from the CD drive
 
Problem magically resolved itself. I don't know how, but I rebooted and they worked again. Please let me know if you also had this problem.
