Windows 7 Black screen and cursor

I'm dual booting Vista Ultimate 64bit with Windows 7100 RC with different partitions on the same HDD and every time it boots up the screen just turns black. Then I try to do the "explorer.exe new task" trick but when I press Ctrl+Alt+Del nothing comes up except my cursor. I have reinstalled multiple times and it didn't help. Any response would be appreciated.
