Can Windows 10 prevent cold boot attack?

No, a cold boot attack is a hardware based attack going after the content of RAM. The memory would either need to be encrypted by the hardware or implemented by the OS. Both exist in limited fashion but are not widely implemented due to performance impact and th is type of attack requires physical access and a decent level of skill.
