Windows 7 Cannot Install Programs (Windows Security Essentials, iTunes, Adobes Flash Player)

When I try to download programs, they either stall at 1% or are extremely slow and estimate they will take days. Any info or advice would be great!

Have you performed malware scans? Use MalwareBytes to do so.
Have you tried anything prior to posting here? Please list anything you've tried.
Does this occur in every browser you use, or just one?
