Windows 8 Cannot run internet explorer 10

I'm using Win8 pro.
Due to unknown circumstances the regular start icon for IE has disappeared from the desktop. I found it in all programs, but when I try to run it I get the following:
The NTVDM CPU has encountered ab illegal instruction than a numeric code. Close to terminate the application.
I tried to reinstall but it gives me a message that I already have a later version installed. Tried to remove and than add from windows--it didn't work.
Basically I can't use the program.
Please advise.

Go to your Win 8 desktop. Is there a File Explorer icon present in the taskbar?
If yes, open it.
If no, press the Windows Logo + C which brings up the Charm bar > anywhere in the window, type File Explorer > click it.
Right click at Local disk (C: ) > click Open > select Program Files , or Program Files (x86) if you run a 64-bit Win 8 > open Internet Explorer folder > scroll to find iexplorer.exe > click it.
Does IE10 open up ?
