Windows 7 Can't change User account picture

When I attempt to change my user account picture, nothing works. I click on pictures that I want to change to, the picture highlights, but the picture won't change. It's as if I am not double clicking on the picture at all. Any thoughts?

There is a change picture button at the bottom, I suppose you click that. Does this happen with the supplied pictures or just the ones you have added yourself?
