Windows 7 Can't reinstall windows 7 or format the hard drive

I can't recover or install a fresh copy, error !disk is write protected or not enabled in bios ! i have checked and double checked , i can not find no password or any thing in the properties ?? im stuck what to do :confused:

Click Start/Run, then type cmd to bring up the command prompt, Type Lock sys: off , then hit enter, then close the command prompt or Start/All Programs/Accessories, right click Command Prompt and click "Run as Administrator"

i didnt think there was a operative command "lock for windows 7, i thought this command was for llike window 98 lol

try this for mE

Open Regedit and navigate
to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrrentControlSet\Control\StroageDevicePolicies
If
there is a WriteProtect key (REG_DWORD) then
1 = Write Protect On
0 =Write Protect Off

OR

Go to the disk properties page.
Select the 'Hardware' tab.
In the 'All disk drives' list, select the name of the external device
click the 'Properties' buttonSelect the 'Policies' tab
Under 'Write caching and Safe Removal', select 'Optimize for performance'
