Windows 7 CD-ROM Boot up problems

When I try and boot up the Windows 7 disc from the CD ROM I just get a windows 7 background, abnormally enlarged for my resolutions and a mouse I can move around. Nothing else pops up that should and I want get this computer reformatted. Could anyone help me?

Will your system boot other bootable DVDs?

Is this the start of an install?

Where did you get the software? If you burned it yourself, you might even try another download and then reburn using the slowest burn settings.

Someone the other day said their DVD player would not work with the Retail version of Windows 7 DVD, not sure exactly why.

Do you have a floppy drive? Some problems have been mentioned regarding a couple of those.
