Windows 7 Changing Region Broke my Monitor?

Hey all,
So I just tried to change my system region/language from Taiwan (Traditional Chinese) to English (US). Upon restarting my computer's screen wouldn't show up on my Samsung Syncmaster P2770. I thought it was doing final adjustments or something so I let it sit there for 5 minutes, then reconnected the HDMI cables, and then force shut down, and still I see the black screen of nothingness.
I'm confused?
Never mind, all good.
