Windows 7 Connect hard drive to laptop

Hi, sorry for asking:
Other than the SATA to USB cable from your hard drive to the computer (laptop), do I also need to connect the power adapter to the hard drive? Sorry, I am a dummy regarding that topic.
I thought the cable would both be the data transfer cable AND the power cable. I have this one:

I read that Windows 7 doesn't recognize an external drive connected from SATA to USB; does anyone know how I can solve that? Install a driver?

The following was in the description on the e-Bay page. Sata drives require 2 connections, one for data and one for power.

External AC power (not included) input 90v-264v needs to be used to supply power to SATA/IDE device
Note: AC power adapter is not included
