Windows 10 curser puts annoying text boxes on screen

Windows 10 keeps putting text boxes on the screen when the cursor crosses a link. The problem is that I often have to click on the text box to get rid of it. Is there any way I can stop the cursor from doing this?
 
Try this. May work in Windows 10
Press Windows key + X key and click on Control Panel.
Select or click Ease of Access.
Click or tap on Ease of Access Centre.
Click on Make the Mouse Easier to Use.
UNcheck Activate Window by hovering over it with the mouse.

I unchecked everything having to do with making the mouse easier to use, and it did the trick. It still gives necessary information in text boxes, but all unnecessary text boxes are apparently gone. Thankyou:)
