Windows 7 Failed to connect to a windows service Windows could not connect to the System Event

I am getting this message each time I start the computer

Failed to connect to a windows service
Windows could not connect to the System Event
Notification Service service. This problem prevents
standard users from logging on to the system.
As an administrative user, you can review the System
Event Log for details about why the service didn't
respond

I am running W7 home basic.

The computer is also very slow to start and shut down.

Hi there I think I may have solved the problem. I have removed the wireless printer, that seems to have cured the problem.
