Windows Vista Help, my computer automatically downloads links when clicked

Hey guys, i have a prolem on windows vista x64, I accadently clicked off "always ask before downloading" box at the start of a download and now i can't re-enable it.
I tried going to internet options and going to "advanced tab" and clicking reset and clicked "delete personal settings" and it didn't help.
I also tried going to internet options and clicking on "security tab" then clicked on "custom level" and clicked "reset"

Anyone know what is wrong?? i can't imagine reinstalling windows for such a STUPID thing like this.

What browser are you using?
Oh yeah, i guess that might help huh, haha.
I'm using internet explorer 9

EDIT: The issue seems to have resolved itself after some time, (maybe after restarting or something could have fixed this issue?? But i'm not sure what exactly fixed it forsure)

Good the issue is gone. Still, I would recommend updating IE.
