If you own the computer, you can try it yourself. There are several methods in use, both free and paid programs such as (ONTP&RE). You can also Google W10 password reset, and get lots of YouTube videos to show you how to do this. If your W10 computer is using a Windows Store Login Account, you can go to support.microsoft.com and go to Manage My Account, and login to your Microsoft Account online on another working computer that is connected to the Internet, and reset your password there. If you still can't do it, consider taking it to a licensed Computer Tech at your local repair shop. Password unlocks run from $35-$100 US or so. Be aware that if you are trying to break into someone else's computer, and it's a business computer you could face both stiff civil and legal penalties for doing so, so consider that carefully.

Edit: If you were smart enough to make a Rescue Disk when you purchased the computer new, you can often use those to access the W10 RE (Recovery Envionment) and you can reset your password for your account there.
