Unfortunately, Windows key+i shows a setting screen for about one second. I can't resond that fast and in the same way, I cannot bring up the start menu during the time the magnifier won't start. I'm not precisely sure what the magnifier program is called or where it is but perhaps I can add it to the startup list. What do you think? Thanks.

If you’re having the same issue with Magnifier not starting / Settings closing too quickly, try this:

Quick ways to start Magnifier​

1. Press:

Windows key + +

1. To zoom out, press:

Windows key + -

1. To close Magnifier, press:

Windows key + Esc

1. You can also open it from Run:

Win + R
magnify
Enter

The Magnifier program is:
C:\Windows\System32\Magnify.exe

Add Magnifier to startup​

1. Press:

Win + R

1. Type:

shell:startup

1. Press Enter.
2. In the Startup folder, right-click an empty area and choose New > Shortcut.
3. Enter this location:

C:\Windows\System32\Magnify.exe

1. Click Next, name it Magnifier, then click Finish.
2. Restart Windows and check whether Magnifier starts automatically.

Better built-in setting​

If you can get into Settings long enough, go to:
Settings > Accessibility > Magnifier
Then enable Start Magnifier before sign-in or Start Magnifier after sign-in, depending on what you need.

If Settings keeps disappearing​

That may be a separate Windows shell or Settings app issue. Try launching Magnifier directly first with:

Win + R
magnify

If that works, the startup shortcut method above should bypass the broken Settings screen.
