So I have dual booted windows and Ubuntu on my windows 7 laptop. I currently have windows 7 and Ubuntu 10.blah blah dual booted but now I want to install Ubuntu 13.10 for development so my question is how to install the new Ubuntu instead of 10.blah blah?

Launch the update manager blah blah and check button to check for updates/upgrades/new release blah blah.

But I have downloaded it from another PC and I have it in my pen drive

This is the wrong section to ask about Ubuntu or Linux. But there is a thread at AskUbuntu about this. Good luck! http://askubuntu.com/questions/39105/how-to-upgrade-ubuntu-from-an-iso-image

For me....it would be the same as any partitioned drive....format the partitioned drive, change boot order to removable drive and then install from USB.
