Install Application on Remote Desktop Server ... option not available

I recently created a Windows 2019 Server instance on AWS and wanted to install a few applications for remote access for some users. The "Install Application on Remote Desktop Server" was not available in Control Panel > Programs.
  • I tried to change to "Install" mode by typing ... "change user /install" ... at dos prompt, but receive the error message "Install mode does not apply to a Remote Desktop Session Host server configured for remote administration."
  • I found someone suggesting to turn off "Remote Management", which I did via Server Manager > Local Server > Remote Management ... but this didn't help.
Looking for any other suggestions here.

if i recall server 19 doesn't allow remote desktop installs but its been a long time... why are you still using that old software is this a school project?

imo Hyper-V servers are a much better [free] learning tool for servers that need remote access
