Windows Vista Internet access only?

At home, I get local and internet access when hover over the internet icon in the bottom right corner. At my friend's house, though, I only get internet access. When I go to Network, I can only see his router and my computer. His computer, however, can see the other 3 computers in his house AND mine. When I try to play Warcraft 3, I can't connect. Why could this be happening?
