Windows 8 Login screen corrupted

My login screen on windows 8.1 became damaged. I need to hit enter twice to get login box otherwise showing empty screen with few messy wifi icon and nothing happens. Very annoying issue. Thank you

Thank you for reply I found the problem but no solution The problem cause service called "Power" which is for power option. After stop the service login screen is ok, but the all power option in control panel are off.

sorted when switch to optimized power plan doing that. Different plan no problems. Thanks
