Windows 10 not uninstalling in apps and programs

For several weeks I've been trying to uninstall a app (wrongly appearing in apps and features list. I opened the setting page, clicked the app then uninstall, at first a message popped up stating the app was being uninstalled but it was not uninstalled. Still remains listed in Apps and Programs. Now when I click the app and uninstall nothing at all happens. It ill not uninstall.
This item should not be in that list because it is simply a food recipe site that I used and placed a shortcut to on my desktop. Can you give me some advice? I am a senior and unable to navigate any difficult instructions but surely, there is a simple fix. Please help.
