Windows 10 Notification an app is running after uninstall

I have an old HP EliteBook that has windows 10. I needed to get rid of a USB to HDMI adapter to reinstall it. When I tried to uninstall the app I received the message "Setup has detected that xxx USB Display is currently running". I disabled the adapter with the same results. I then removed the app through regedit. Same message when I try to reinstall it.
I want to use a small flat screen TV during Sunday dinner. It works well to have my kids and grandchildren join my wife and myself during dinner except that the TV will make this hiding out from COVID-19 much nicer.

There's probably a service and an application you may need to remove both.

I've tried finding any remnants of the app and cannot. I've used the search function on the tool bar and have searched by physically looking at the program folders on the C drive.
What should be my next move?

Without know what you're trying to uninstall I would say consult the documentation
