Windows 7 Outlook 2003 New Mail Notification

I have just installed windows 7 64-bit on my laptop, and also Outlook 2003 as my email sotware. When a new mail arrives, I receive a new mail notification in the taskbar, but it disappears automatically after approximately 35 seconds. So if I am away from the computer for more than 35 seconds I have no way of knowing that new mail has arrived without opening Outlook every time. Help please!
I have the latest updates installed for Office 2003.

Obviously nobody else having this issue. I have the same problem on a laptop running Windows 7 32-bit. Any suggestions would be welcome.
