Windows 7 Pin a website on toolbar or other

Hello to all. I realize the title is inappropriate to describe the topic.
I'd be trying to figure out if possible with Windows (if this is where I should start to analyze the issue ..) have a "pop-up" with 3-4 favorite social networks web link always visible (at my request , otherwise not) at the right of the screen. Once you click the "pin" or "pop-up" icon get redirected to the web page.

I tried to insert as -pin- these sites but the answer I get is the following

All you should need to do is pin Chrome to the task bar, then in the address bar click (the http or https portion of the address) and drag it to the desktop. Then drag that shortcut to the task bar and the text should change to "Pin to Google Chrome" provided Chrome is the default browser. Then going forward you can right click on pinned Chrome icon and you should see a "Pinned" section at the top to select the site.

Actually I've done the steps you are saying but it still not working. I had to create a shortcut to get the link on the desktop (otherwise not working) and then grab that to the tool bar but it doesn't work . Thanks for further help
