Windows 7 Problem with charging

My laptop was charging all night - I even made sure it was plugged in and the blue light was on. It stayed at 3%. Now it's at 0% and it's plugged in. It says that it's plugged in but not charging, but how do I get it so it does charge?

Additional Details

Browsing the threads, I found that most likely I need a battery change, but if I toggle the charger, sometimes, it will say charging. And yes, it is pretty new. I got it a month or two ago.

I just wanted to say that I solved my problem. It was the charger's fault. The pin was bent, so it wasn't going in right.
Just thought to let you know in case the problem comes up again for anyone else, just in case.
