Windows 7 Program Icons/Shortcuts Disapear

I have so many games, programs, files, & folders I had to use the desktop fences addon to organize them all even with my 3 monitors. Anyway sometimes when I shutdown the computer or restart it some icons disapear and at least have do when my computer goes to sleep or hibernate mode. I'm using Windows 7 Ultimate and can't figure out how to keep this from happening. I'm tired of resending shortcuts or moving files from start menu back to my desktop everytime I turn the dang thing back on or wake it up. Is there a way to save my icon settings or a special way to do this? Furthermore not all the Icons that disapear are of the same type, although most are shortcuts.
