After rebooting and installing updates my programs have no icons

I have no folders, can't view images, control panel has no images next to the text, I have tried system restore, rebuild cache, delete iconcache.db, sfc /scannow and no fix!!!
I believe it's KB3199986 because it has created lots of issues from what I have read.

It doesn't have that option
Open up your control panel. Go to uninstall programs and then click on view installed updates. You should be able to remove it from there.

KB3199986 is another servicing stack update for Windows 10 version 1607. Please note that an uninstall option is not provided for the update.
