Would a RAVPower 32000mAh battery pack be safe to use with my Dell Inspiron 5770 laptop ?

As in to charge your laptop? In that scenario no a laptop can't charge from a usb port. The battery pack is meant to charge devices that receive power through a usb/thunderbolt port.
