Every time I boot my computer it asks me if I want to allow "ssbkgdUpdte.exe" to make changes to my computer which has to do with changing the desktop picture. Isn't there some way for the user to tell the machine - "DON'T KEEP ASKING ME THIS SAME QUESTION ALL THE TIME !"

SSBkgdupdate.exe belongs to Scansoft and it is part of the Scansoft software installation, and it is called an updater program that runs at startup. Either uninstall Scansoft or use MSCONFIG to keep Scansoft from loading at startup.
